Daryl Lim is the H. Laddie Montague Jr. Chair in Law and Associate Dean for Research and Strategic Partnerships at Penn State Dickinson Law, where he is the Founding Director of the Intellectual Property Law and Innovation Initiative. At Penn State, he is a co-hire at the Institute for Computational and Data Sciences, where he serves on the Research Council, and an affiliate of the Center for Socially Responsible Artificial Intelligence.
His scholarship examines intellectual property, antitrust and competition law, artificial intelligence, and innovation policy, with particular attention to how law structures innovation, market power, ownership, access, and governance in technology-driven markets. He also advises institutions and stakeholders internationally on intellectual property, competition, and technology policy.
Professor Lim is an elected member of the American Law Institute and served on the Members Consultative Group for the Restatement of the Law, Copyright. The U.S. Department of Justice and Federal Trade Commission have recognized him as “a leading expert in antitrust law and economics.” IAM Strategy 300 named him to its list of the World’s Leading IP Strategists. He has served on a consultative group advising the United Nations Secretary-General’s High-Level Advisory Body on Artificial Intelligence. He founded the Practicing Law Institute’s Global IP Spotlight series and the Penn State Dickinson Law Profiles in Leadership series and serves as anchor for both. He is also a founding member of the Global IP Alliance and its Pennsylvania and Illinois chapters.

Professor Lim teaches and writes at the intersection of intellectual property, antitrust and competition law, artificial intelligence, information privacy, innovation policy, and law and technology. Penn State Dickinson Law
Professor Lim has served as Founding Director of Penn State Dickinson Law’s Intellectual Property Law and Innovation Initiative since 2022. The Initiative connects scholarship, students, policymakers, courts, industry, practitioners, and international institutions around emerging questions in intellectual property, artificial intelligence, competition, technology, and innovation policy.
Among the Initiative’s signature programs is the Penn State Dickinson Law Innovation Forum on Capitol Hill, which brings together leaders from government, academia, industry, practice, and civil society for small, substantive discussions of major innovation-policy challenges. Its invitation-based, discussion-oriented format is designed to move beyond conventional conference presentations and facilitate candid consideration of areas in which meaningful policy progress may be possible.
Professor Lim has also built partnerships with the World Intellectual Property Organization, the Intellectual Property Office of Singapore, courts, universities, dispute-resolution institutions, law firms, professional organizations, and industry partners in the United States and abroad. He co-created the International Tech & IP Disputes Exchange with WIPO and IPOS, which has reached more than 1,000 participants internationally, and has developed opportunities for students to participate in major international programs, internships, and professional networks.
The Initiative is advised by a board chaired by former Chief Judge Paul R. Michel of the U.S. Court of Appeals for the Federal Circuit and comprising leaders from the judiciary, government, academia, industry, practice, and the nonprofit sector.
UIC Law
From 2015 to 2022, Professor Lim led the intellectual property program at the University of Illinois Chicago School of Law, where he served as Director of the Center for Intellectual Property, Information & Privacy Law.
During his tenure, he expanded the Center’s academic, professional, and international programming; redesigned its longstanding annual intellectual property conference; introduced the IP Leaders’ Roundtable and IP Executive Program; expanded engagement with judges, government officials, practitioners, corporations, nonprofits, alumni, and students; and helped undertake the most comprehensive revision of the school’s intellectual property curriculum in decades.
He also oversaw postgraduate programs in intellectual property, privacy, and technology law and helped establish the Law School as a regular venue for national and international conversations on intellectual property, competition, privacy, and technology policy.

Professor Lim established his national and international scholarly reputation during his years at UIC Law. His research on patent-antitrust issues, patent misuse, judicial decision-making, artificial intelligence, and intellectual property appeared in leading law reviews and peer-reviewed publications in the United States, Europe, and Asia.
His article on judicial dissents at the Federal Circuit was selected by Thomson Reuters as one of the leading intellectual property articles of 2017. His work applying behavioral economics to the patent-antitrust interface was nominated for the 2018 Concurrences Antitrust Writing Awards. Earlier, he won the Grand Prize in the International Association for the Advancement of Teaching and Research in Intellectual Property’s international essay competition.
His book, Patent Misuse and Antitrust: Empirical, Doctrinal and Policy Perspectives, has been cited in scholarship and litigation and reviewed by leading competition and intellectual property scholars. His work has also been cited in reports by organizations including the World Intellectual Property Organization, the Organisation for Economic Co-operation and Development, and the Canadian government.

Before joining Penn State Dickinson Law, Professor Lim was a Professor of Law and Director of the Center for Intellectual Property, Information & Privacy Law at the University of Illinois Chicago School of Law from 2011 to 2022.
His earlier academic and governmental appointments include service as a Microsoft Teaching and Research Fellow at Fordham University School of Law, Scholar in Residence to Chief Judge Randall R. Rader of the U.S. Court of Appeals for the Federal Circuit, and Scholar in Residence to Commissioner William E. Kovacic of the Federal Trade Commission. He has also been a Scholar in Residence at Fordham’s Hansen Intellectual Property Institute, a Visiting Associate Professor at the National University of Singapore Faculty of Law, a Research Scholar at the Max Planck Institute for Intellectual Property, Competition and Tax Law in Munich, and a Visiting Researcher at the Queen Mary Intellectual Property Research Institute in London.
Before entering academia, Professor Lim practiced law with Allen & Gledhill LLP in Singapore, working in the firm’s intellectual property and technology and litigation and dispute-resolution practices.
Professor Lim holds a Master of the Science of Law (J.S.M.) from Stanford Law School, where he received the Franklin Family Fellowship and an Ewing Marion Kauffman Foundation grant. He earned an LL.M. with Distinction and an LL.B. with Honors from the National University of Singapore Faculty of Law and a B.Sc. with Honors in Economics and Management from the London School of Economics and Political Science.
